The Prophet sal Allahu alayhi wa sallam:
Allah subhanahu wa ta ala will not raise knowledge from amongst you tearing it from his servants rather he will raise it by taking away the scholars.
When there is no scholar left, the people will take ignorant ones as their leaders. They shall be asked, they will give fatwa of the deen without knowledge. They will be misguided, that they are misguiding other people, and they are misguiding themselves.
